This System Change Request (SCR) modifies ERCOT systems to allow owners of Split Generation Resources to contract for service with an independent Master Qualified Scheduling Entity (QSE).

| Reason: |
This SCR restores functionality that was available in the zonal market in which, under certain instances, a QSE which did not represent a portion of the Generation Resource with registered Split Generation Resources was established as a Master QSE. The transition to the Nodal Market precluded the flexibility for implementation into the Nodal systems. During the stakeholder process for Nodal Protocol Revision Request (NPRR) 312, Clarification of QSE Requirements for Split Generation Resources, approved by the ERCOT Board on July 19, 2011, it was recommended that an SCR be submitted to restore this functionality to the market as NPRR312 was intended to align the Protocols with the “as built” Nodal system. This SCR provides for the capability to allow a QSE to act as a Master QSE without representing an ownership share of the Split Generation Resource, which restores the functionality that was previously available in the zonal market.
