Description:	The revision includes: new procedures for testing Wind-powered Generation Resource (WGR) Primary Frequency Response (new section 6.2.1.7); a new definition that applies testing of WGRs to the aggregation of all WGRs at a site; some clarifying wording for all generator’s Primary Frequency Response design requirements (2.2.5, Turbine Speed Governors); and a general change of “governor” to “Governor” in recognition of the fact that Governor is now a defined term in the protocols.
Reason:	This revision provides further specificity needed as the result of the adoption of 824PRR, Primary Frequency Response from WGRs.
