Description:	This Nodal Protocol Revision Request (NPRR) allows ERCOT to post the Verifiable Cost Manual publicly on the ERCOT website.
Reason:	The Nodal Protocols require that ERCOT post the process for determining verifiable actual costs to the Market Information System (MIS) Secure Area. ERCOT worked with the Wholesale Market Subcommittee (WMS) and the Verifiable Cost Working Group (VCWG) to create the process for submitting and approving actual verifiable costs. The details of this process are described in a manual (Verifiable Cost Manual) and currently posted on the ERCOT website. However, in order to meet the Nodal Protocol requirements for the Texas Nodal Market Implementation, ERCOT would need to post the Verifiable Cost Manual on the MIS Secure Area. This requirement may preclude many Market Participants and other stakeholders from having access to the Verifiable Cost Manual, which limits the transparency of the process.
