Description:	This Nodal Protocol Revision Request (NPRR) grey-boxes multiple sections of the Nodal Protocols to align with Nodal Operating Guide Section 9, Monitoring Programs. This NPRR also changes the posting requirement for certain Black Start documents which meet the definition of Critical Energy Infrastructure Information (CEII) and removes the requirement for posting Black Start procedures for Resource Entities that have Black Start Agreements with ERCOT since 8.1 is related to performance monitoring.
Reason:	Aligns the Nodal Protocols with Nodal Operating Guide Section 9and changes the posting requirement of Black Start documents which meet the definition of CEII.
