Description:	This Nodal Protocol Revision Request (NPRR) creates Section 19.8, Retail Market Testing, incorporating the retail market testing process into Section 19, Texas Standard Electronic Transaction, thereby eliminating the need for Section 23, Texas Test Plan Team - Retail Market Testing.
