Description:	This Nodal Protocol Request (NPRR) removes the requirement to declare an Energy Emergency Alert (EEA) prior to deploying more than 500 MW of Responsive Reserve (RRS).
Reason:	To align the Nodal Protocols with the North American Electric Reliability Corporation (NERC) Reliability Standards, specifically EOP-002-2.1, Capacity and Energy Emergencies, which provides in pertinent part: R6. If the Balancing Authority cannot comply with the Control Performance and Disturbance Control Standards, then it shall immediately implement remedies to do so. These remedies include, but are not limited to: R6.1. Loading all available generating capacity. R6.2. Deploying all available operating reserve. …
