Description:	This Nodal Operating Guide Revision Request synchronizes the Nodal Operating Guides with two approved Operating Guide Revision Requests (OGRRs), OGRR192, Combustion Turbine Governor Performance Test Forms and OGRR238, WGR Primary Frequency Response. This Nodal Operating Guide Revision Request (NOGRR) adds new governor performance and Wind-powered Generation Resource (WGR) primary frequency response testing procedures.
Reason:	This NOGRR synchronizes the Nodal Operating Guides with OGRR192 and OGRR238. This revision adds or clarifies combustion turbine Governor performance testing procedures and includes new procedures for testing Wind-powered Generation Resources (WGRs) Primary Frequency Response design requirements.
