This Nodal Operating Guide Revision Request (NOGRR) clarifies that a Power System Stabilizer (PSS) must be “On” and in an active MW range to be considered in service. This NOGRR also proposes language changes to improve the communication process for any change in PSS status.

It is currently perceived that a PSS is deemed to be in service when a generator is On-Line and synchronized to the ERCOT Transmission Grid. However, that may not always be the case. For example, a PSS can be turned on or off via a control switch. Furthermore, if the PSS is turned on, it does not become active or responsive until the MW level surpasses the unit stability limit as it increases in MWs from zero MWs after synchronization to the ERCOT Transmission Grid. In the decreasing MW mode it will de-activate when it surpasses the defined Low Sustained Limit (LSL) while synchronized to the ERCOT Transmission Grid. The proposed revisions mitigate these concerns.
