
Jeff Brown
Independent Power Marketers Segment
Jeff Brown is the vice president of regulatory affairs for Shell Energy North America. He has more than 22 years of experience in the power industry and is responsible for establishing Shell Energy’s regulatory strategy for the wholesale power markets in ERCOT, SPP, SERC, and FRCC.
Prior to joining Shell Energy in 2002, Mr. Brown was a senior director with Enron, where he spent more than four years working on Enron’s regulatory team. Mr. Brown was responsible for coordinating Enron’s regulatory activities for the RTOs/ISOs in the Eastern U. S. In 2001, he was elected by the power marketing sector to the Midwest ISO’s Advisory Committee. In addition, he has testified before numerous state commissions and state legislatures articulating the benefits of competitive markets.
Prior to joining Enron, Mr. Brown worked with R. W. Beck, a national consulting firm and Jackson Energy Authority, a municipal utility. Mr. Brown has a bachelor’s degree in electrical engineering and a master’s degree in engineering management.
