Barbara Clemenhagen is the vice president of commercial and external relations for Topaz Power Group. Ms. Clemenhagen is responsible for directing communications and strategy related to permitting developments and operating assets; developing and implementing workable policy positions, strategies and mechanisms; providing analytical support and policy direction related to key initiatives; ensuring regulatory compliance; and maximizing commercial positions vis-à-vis legal requirements.
Ms. Clemenhagen is the past Chair of the ERCOT Wholesale Market Subcommittee. She has been a member of the ERCOT Technical Advisory Committee. She is also the president of the Texas Competitive Power Advocates, a trade association representing more than a dozen power generators, wholesale power marketers and retail electric providers, who own and/or operate more than 80 percent of the total electric generating capacity in ERCOT.
Prior to joining Topaz, Ms. Clemenhagen was the director of regional regulatory affairs for Sempra Global and the Sempra Global lead on electricity market design issues. Before she was at Sempra, Ms. Clemenhagen was a Commissioner at the British Columbia Utilities Commission, appointed by the Premier of British Columbia by Order-in-Council. During her tenure at the Utilities Commission and prior to her appointment, Ms. Clemenhagen served as vice-chair of the Canadian Institute of Energy. Ms. Clemenhagen started her energy career at BC Hydro and Power Authority as a strategic planner.
Ms. Clemenhagen has an undergraduate degree in commerce and a graduate degree in economics and law and administration.
